What are the camera settings for this kind of picture?

I have the same camera as the photographer used to take this picture, the Panasonic Lumix TZ10

The photographer has posted in his comments below how in order to take this kind og picture he had “manually setting both shutter speed and aperture”………
So my questions are
1. What is the aperture and what does it do
2. How do i set the 2 mentioned settings on this camera
3. Roughly judging by the picture and effect caught, what settings do i set the 2 mentioned setting too.

Aperture is the size of the hole that lets the light in. they are done in f-stops.
The smaller the number, the bigger the hole (It’s all backwards and a little confusing!)

You need a slow shutter speed for this technique – I’m not familiar with Lumix cameras but if you go on youtube you can get tutorials in how to use your model.
You have to experiment with the camera in the certain scene you’re in, there are many factors that can effect your shot, such as lighting, aperture you’re on etc.
just experiment with your settings.
You can also make ghost like images on slow shutter speeds by placing your camera on a flat surface, pointing at a person (you can use an object but you gotta be fast!), taking the image and during the exposure, tell them to quickly get out the frame after a few seconds
This will give the effect of a ghost image, but the background will be clear and in focus.
