Does anyone know this killer truck movie?

I’ve been trying to find it for quite some time now but have been unsuccessful. At first I thought it was Steven King’s movie Trucks but it wasn’t.

The only things I can remember of it are:

Scene 1: A giant black big rig with a green clown face hanging on its grill driving toward the camera.

Scene 2: The killer machines “calling” in a military trolley thing with a machine gun on it and it shooting up a building.

Scene 3: The actors looking up to see a greenish cloud in the night sky.

Maximum Overdrive is a 1986 horror film, written and directed by horror novelist Stephen King. The screenplay was inspired by and loosely based on King’s short story, Trucks, which was included in King’s first collection of short stories, Night Shift.
