I’m looking at a cell-phone’s camera that is VGA 640 x 480, is this resolution good for many types of photos?

That is very low resolution. Plus, cell phones have tiny sensors.
Cell phone cameras are only good for quick shots as memories when you don’t have a “real” camera. Don’t depend on that cell phone to take pictures you want to edit, enlarge, print or save with any kind of quality. You won’t be able to do any of those things I mentioned without getting lots of blur in your images. (It’s not just the phone you’ve listed, it’s any cell phone…).
