Outdoor Anti Vandal Dome CCTV Camera IR?

Im looking to supply cameras for prisons and am looking for Rugged Vandal dome cameras.
I need them with IR and a large lens like a 50mm Vari-Focal lens.
I want high Resolution 600TVL +
3 Axis so the view can be adjusted to obtain the proper view.
must have a mount to mount it securely against a wall and hide all the cabling or a Flush Mount .
low light with auto switch with IR LED’s for illumination
1/3 Sony super HAD CCD or better with optional WDR (wide dynamic range)
Water prof with heater blower IP 67
50DB Signal to noise ratio (50db s/n)

It is the only VRD Vanadal Resistant Dome I know of that has a 6-50mm lens and active IR.
