How much difference in photo quality is there between a VGA (640×480) vs. a 1.3 megapixel camera phone?
For instance the Nokia 6103 vs. the Samsung SGH-D807
The difference in your example is in resolution (how many pixels are created), which is not the whole story on quality.
VGA = 640×480 = 307,200 pixels
1.3 MP = 1300×1000 =1,300,000 pixels
So the 1.3 MP phone is about 4 times more resolution than VGA. That will let you view and print bigger images than VGA without getting fuzzy. The pictures will look bigger on a computer screen.
But there is much more to quality than just size. The lens, the focusing mechanism, the color processing, etc., all contribute to whether you get a clear, naturally colored picture.
Even at 1.3 MP you will not get very good prints at the normal sizes. Most good digicams are at least 3 MP.
